ANISHINABEK NATION (UNION OF ONTARIO INDIANS)
ANISHINABEK NATION – DEVELOPMENT OF LONG TERM STRATEGIC PLAN
The Anishinabek Nation entered into self-government negotiations with Canada in the areas of education and governance. The Anishinabek Nation Education Agreement was ratified in 2016 and in 2017. The Anishinabek Nation Governance Agreement is nearing completion. An important part of any new self-government arrangement is the development of a long term strategic plan.
The purpose of this project is to work with a representative sample of our member First Nations of the Anishinabek Nation to help develop a long term strategic plan and vision that establishes realistic and measurable targets for improvements in the quality of life for the community members in education, housing, health, employment and economic participation rates and required public works community infrastructure.
It is expected that interested firms or consultants will set out a methodology for selecting the representative sample of First Nation communities from each of the four geographic regions, including the rationale, anticipated costs, to establish realistic and measurable targets in the areas noted above. It is anticipated that this work will take into consideration a review of any existing research and data that might provide more insight into the current socio-economic demographics of the member First Nations of the Anishinabek Nation, either individually or collectively. To this end, there are a number of research reports that were commissioned by the Anishinabek Nation that could be made available for prospective consultants.
The Anishinabek Nation established the Union of Ontario Indians (UOI) as its secretariat in 1949. The Anishinabek Nation – UOI is a political advocate for 40 member communities across Ontario, representing approximately 65,000 First Nation citizens. The Anishinabek Nation – UOI is one of Canada’s leading First Nation organizations and employs 75 staff members.
SCOPE OF WORK
Working in conjunction with the member First Nations and Leadership of the Anishinabek Nation, staff of the Anishinabek Nation – Union of Ontario Indians, the Governance negotiators, the consultant will:
- Review and analyze all relevant research and data on the current socio-economic demographics of the member First Nations of the Anishinabek Nation, including the 2018 and 2003 Anishinabek Nation Socio-Economic Demographic studies, the Human Resources Needs Assessment study, the AN Revenue Generation study, the 2012 AN Comprehensive Self-Government conference report, the 2017 AN Self-Determination Gathering report, any relevant AN Grand Council resolutions (mandates) and any other relevant research that could help guide the development of the strategic plan, and in order to develop a greater understanding of the current socio-economic challenges facing the member First Nations of the Anishinabek Nation;
- Working in consultation with the member First Nations of the Anishinabek Nation and their citizens, establish realistic and measurable targets for a twenty-five (25) year strategic plan for improving the lives of the community members of the First Nations of the Anishinabek Nations;
- To attend, present and discuss at an initial meeting in North Bay on Monday, August 27th, 2018 the proposed methodology, including a critical path, to complete sections (1) and (2) above;
- To provide an interim written summary report of the research work noted at section (1) above at a meeting with representatives of the Anishinabek Nation at North Bay at a date to be determined;
- To attend and present an interim written summary progress report of the work noted at section (2) above at a meeting with representatives of the Anishinabek Nation at North Bay at a date to be determined;
Proposal should include the proposed cost to complete the project, including any travel related costs and any disbursements, and key personnel involved in the project.
Any additional costs may be negotiated prior to finalizing the contract.
Each interested consultant must submit an electronic copy in PDF format of their proposal, including their proposed methodology, work plan and timelines for completing the project, any relevant experience, and identify three (3) references.

Only complete proposals received by Friday, August 24, 2018 at 4:00 p.m. will be considered.
